Management Reviews OHLGS Monitoring Report, Staff Rationalization Directive

Tolon District Assembly held its regular management meeting on Monday, August 17, 2026, at 11:00 a.m., bringing together heads of department and senior management to review a range of institutional matters, chief among them the findings of a nationwide monitoring exercise commissioned by the Office of the Head of Local Government Service (OHLGS).

The District Co-ordinating Director (DCD) took management through a presentation on the OHLGS Monitoring Visit Report, compiled following unannounced visits to 57 Metropolitan, Municipal and District Assemblies (MMDAs) across all 16 regions. The exercise was commissioned by the Head of Local Government Service to understand the working conditions and challenges facing MMDA staff, and to gather data and indices to inform an ongoing review of the District Assemblies Common Fund (DACF) formula.

The report’s findings spanned several key areas, including office accommodation and logistics, the workplace environment, integration of departments, planning and budgeting, HR management, safety and security, sub-district structures, and disaster preparedness. Among the issues highlighted nationally were inadequate office equipment and logistics, poor building maintenance, weak documentation in planning and budgeting processes, and a marked decline in the share of MMDAs meeting their Internally Generated Fund (IGF) revenue targets. The report’s recommendations call for improved record-keeping, timely release of allocated resources, stronger leadership and staff motivation, and closer collaboration between MMDAs, Regional Co-ordinating Councils (RCCs), and OHLGS to address the gaps identified.

Following the presentation, the District Chief Executive (DCE) urged staff to avoid conflicts in the workplace and to treat one another with respect and professionalism.

Staff Rationalization

The DCD informed management that the Regional Co-ordinating Council (RCC) will be reassigning officers who exceed the required or maximum number allowed within their departments, in line with approved staffing norms, to other districts where such officers are needed. The DCD noted that this directive followed a recent meeting at the RCC, at which the Assembly was asked to communicate the decision to staff.

Other Matters Discussed

Management also deliberated on the Assembly’s statutory meetings, internal auditing matters, and staff welfare. Attendance and punctuality among staff were also discussed, with management reaffirming the importance of both to the smooth running of the Assembly’s operations.

The meeting closed with a session for Any Other Business (AoB), where further matters raised by members were addressed.

Bui Power Authority Engages Tolon District Assembly on Proposed Solar Power Plant

The Bui Power Authority on 18th August 2026 paid a visit to the Tolon District Assembly for an introductory engagement on a proposed solar power plant to be established at Gbenjiri – Nyankpala in the Tolon District.

The engagement formed part of efforts by the Authority to introduce a consultant, Seljen Consult LTD, which would carry out Environmental Impact Assessment (EIA) at the project site, Gbenjiri

Prior to the meeting with the Assembly, representatives of Bui Power Authority had engaged the Chief of Nyankpala regarding the availability and acquisition of land for the proposed development.

Management of the Tolon District Assembly received the Bui Power Authority delegation and held discussions on the proposed solar project. The meeting provided an opportunity for management to seek clarification on various aspects of the project, including the proposed location, land acquisition process, anticipated benefits, and other matters relating to its establishment within the district.

The engagement also allowed the Assembly to share its perspectives and raise questions concerning the potential impact of the project on the district and its residents.

The proposed solar power plant is expected to contribute to the expansion of renewable energy infrastructure while potentially creating opportunities for local economic development, employment, and other socio-economic benefits for communities within the district.

The Tolon District Assembly welcomed the engagement and expressed its readiness to collaborate with relevant stakeholders as discussions on the proposed project progress, while ensuring that the interests of the people of the district are duly considered.

The Assembly looks forward to further engagements with Bui Power Authority and other stakeholders as the proposed project moves through the necessary planning, consultation, and land acquisition processes.

District Assembly Engages Stakeholders on Proposed Animal Market Initiative

The District Assembly on Tuesday, August 4, 2026, received a delegation of stakeholders who paid a courtesy call to present their proposal to establish an animal market within the district.

The delegation sought the Assembly’s support, guidance, and collaboration to ensure the successful establishment and operation of the proposed market. They explained that the initiative is intended to create a structured marketplace for livestock trading, promote local commerce, and contribute to the district’s economic growth.

Speaking on behalf of the District Chief Executive (DCE), the Coordinating Director welcomed the delegation and expressed appreciation for the initiative. He emphasized the significant role animal markets play in promoting local economic development, creating employment opportunities, and improving livelihoods for residents.

He further stressed that the success of the proposed market would depend on effective collaboration among all relevant stakeholders to ensure that the facility is peaceful, well-managed, and sustainable.

As part of the engagement, the group proposed the drafting of a Memorandum of Understanding (MoU) to serve as the framework for cooperation among the various stakeholders. The MoU will be reviewed and agreed upon by all parties to define their respective roles and responsibilities in bringing the project to fruition.

The District Assembly reaffirmed its commitment to supporting initiatives that foster economic development, enhance trade, and improve the well-being of communities across the district.

Tolon District Assembly Members Receive Training on Next Generation Local Governance Leadership

Members of the Tolon District Assembly have participated in a two-day training programme aimed at strengthening their leadership and governance capacities.

The training, held on Thursday, August 6, and Friday, August 7, 2026, brought together Assembly Members of the Tolon District Assembly for a Certificate Course on Next Generation Local Governance Leadership.

The programme forms part of a nationwide two-day training initiative organised by the Ministry of Local Government, Chieftaincy and Religious Affairs (MLGCRA), in collaboration with the National Association of Local Authorities of Ghana (NALAG) and the Institute of Local Government Studies (ILGS).

The training seeks to enhance the knowledge, leadership capacity and effectiveness of Assembly Members in the performance of their roles within Ghana’s decentralised local governance system.

The nationwide programme, which is being held from July 13 to August 28, 2026, across Metropolitan, Municipal and District Assemblies (MMDAs), underscores the importance of developing capable and responsive local leadership to support effective governance and community development.

The two-day training provided the Assembly Members with an opportunity to deepen their understanding of local governance leadership and reflect on their responsibilities as representatives of their communities.
