The Tolon District Assembly has successfully signed the 2026 Performance Contract with the Government of Ghana as part of efforts to strengthen accountability, efficiency, and service delivery at the local government level.

The performance contract was signed on behalf of the Tolon District Assembly by the Honourable District Chief Executive (DCE), while the District Coordinating Director (DCD) signed on behalf of the Technical Staff of the Assembly.

The signing forms part of the nationwide Performance Contract Signing Ceremony for Metropolitan, Municipal and District Assemblies (MMDAs) and Metropolitan, Municipal and District Coordinating Directors (MDCDs) for the 2026 performance year.

The grand ceremony was held on Friday, 30th January, 2026, at the Northern Regional Coordinating Council (NRCC).

The performance contract is aimed at enhancing transparency, improving institutional performance, and ensuring the effective implementation of government policies and development programmes at the district level. It also serves as a tool for monitoring and evaluating the performance of both political and administrative heads of MMDAs.

The Tolon District Assembly remains committed to fulfilling the obligations outlined in the 2026 Performance Contract and to delivering quality services to the people of the district in line with national development objectives.

An Audit Exit Conference was held on 16th December, 2025 at the DCE’s Office, following the completion of the annual audit assignment covering the period from January 2025 to September 2025. The exercise was conducted to review the Assembly’s financial records and assess compliance with approved financial and accounting procedures.

The audit team undertook a comprehensive examination of the books and related financial documents as part of their annual statutory mandate. The exit conference provided an opportunity for management and the auditors to formally engage after the completion of the fieldwork.

During the meeting, the District Chief Executive (DCE) expressed appreciation to the audit team for their diligence, professionalism, and commitment throughout the audit process. The DCE acknowledged the importance of the audit exercise in strengthening financial management systems and promoting accountability and transparency within the Assembly.

The auditors, in their presentation, outlined key observations identified during the review period. These observations covered areas of financial control, record-keeping, and compliance with existing financial regulations. The auditors also provided explanations and recommendations aimed at improving financial operations and preventing future irregularities.

A question-and-answer session followed the presentation, allowing management and relevant officers to seek clarification on the observations raised. Responses were provided by the auditors, and management offered explanations where necessary, assuring the meeting of its commitment to addressing the issues identified.

The Tolon District Assembly held an Ordinary Meeting, which took place on Wednesday, 10th December 2025, at the District Assembly’s Conference Hall. The meeting started at 10:00 a.m. and brought together Assembly Members, Heads of Departments, and key development stakeholders.

Proceedings began with the call to order, roll-call, and opening remarks from the Presiding Member. The Hon. District Chief Executive also delivered an address outlining key priorities and updates for the district. Members read, corrected, and adopted minutes from the previous meeting and discussed matters arising.

The Ambassador of Switzerland to Ghana paid an official visit to the Tolon District on November 20, 2025. The visit was to donate a total of 64 dual desks made from recycled plastic materials to two schools in the district.

The donation was facilitated by Pamepi Women in Tech Ghana, an NGO.

In honor of the ambassador, the chief of Tolon organized a traditional ceremony to enskin her with the royal title “Zoosim Naa”.

The Hon. District Chief Executive thanked the Ambassador and the NGO for collaborating to support the district. He assured that his office will work to strengthen relations that have been establish between the district and the people of Switzerland.

For his part, the Chief Director of the Northern Regional Coordinating Council, who represented the Hon. Regional Minister also commended the embassy for the gesture and looked forward to improved relation between Ghana and Switzerland.

Tolon, November 24, 2025 – The Tolon District Assembly held a comprehensive staff durbar on Monday, bringing together management and employees to strengthen communication, enhance teamwork, and address key operational challenges within the Assembly.
The meeting marked an important milestone as the new District Coordinating Director, Mr. Andrew Abadeka Akumbutum was formally introduced to the entire staff for the first time.

The staff warmly welcomed the new DCD, who expressed appreciation for the opportunity to serve the district and emphasized the importance of unity, discipline, and collective responsibility in delivering quality public service. The District Chief Executive (DCE) also reiterated management’s commitment to supporting staff to perform effectively but stressed the need for improved work ethics.

During the durbar, the DCE and DCD raised serious concerns about lateness, absenteeism, and the growing trend of officers not reporting to work on certain days, particularly Fridays. They reminded staff that punctuality and regular attendance are fundamental to maintaining productivity, ensuring timely service delivery, and projecting a positive image of the Assembly to the public.
Management called for renewed dedication to duty, stronger personal discipline, and adherence to the Assembly’s operational standards.

In response, staff members expressed appreciation for the open dialogue and used the platform to share challenges they face in the course of their work.
The most significant issues raised were staff accommodation difficulties and transportation constraints. Many employees noted that securing affordable and suitable housing within the district remains a major challenge, forcing some to commute long distances. These long commutes often contribute to late arrival and increased fatigue.
Additionally, staff highlighted the lack of reliable public transport options, especially during early mornings and late evenings, which affects punctuality and overall productivity.

Management assured staff that these concerns are valid and will be taken into consideration as part of ongoing efforts to enhance the working environment. The DCE encouraged staff to remain committed while the Assembly explores possible interventions to ease these burdens.

The Tolon District Assembly convened its Executive Committee meeting on Wednesday, 26th November 2025, at the District Chief Executive’s office. The meeting, chaired by Hon. Seidu Braimah, brought together all Executive Committee members, Heads of Departments, and Units to deliberate on key developmental plans for the district.

The agenda for the meeting included:

• Adoption of the previous minutes and review of matters arising.
• Presentation of the Annual Action Plan (AAP) for 2026.
• Discussion on the 2026 Composite Budget.
• Consideration of the Draft 2026 Fee Fixing Resolution.

Tolon, Northern Region – September 8, 2025

The Member of Parliament for Tolon Constituency, Hon. Alhaji Habib Iddrisu, has fulfilled a promise made during a working visit to the District Assembly last year by donating essential office equipment to support administrative work.

The donation, comprising five laptops, two printers, and one photocopier, was officially handed over to the District Chief Executive (DCE), Hon. Seidu Briamah, at his office on Monday, September 8, 2025.

The DCE received the items on behalf of the Assembly and expressed appreciation for the MP’s continued support. The District Coordinating Director (DCD) also extended gratitude to the MP, acknowledging the positive impact the equipment would have on the Assembly’s operations.

Staff were encouraged to maintain the equipment properly and use them to enhance service delivery across the district. The donated items were subsequently distributed to various departments and units within the Assembly.

The gesture has been welcomed by Assembly staff and stakeholders as a demonstration of the MP’s commitment to improving local governance and development.

Tolon, Ghana – 21st August 2025 – The Local Government Service (LGS), through the Office of the Head of the Local Government Service (OHLGS), has organized a Smart Workplace™ training program for staff of the Tolon District Assembly as part of its ongoing digital transformation agenda.

The one-day training, held at the Assembly’s conference hall, aimed at equipping staff with modern tools to improve efficiency, streamline administrative processes, and enhance collaboration across departments.

The program began with self-introductions, followed by a welcome address from the Head of central administration, Mr. Sulemana Tanko. In his remarks, a representative from OHLGS highlighted the goal of the Smart Workplace™ initiative — to reduce paperwork, improve transparency, and boost productivity through technology-driven systems.

Facilitators from E-Solutions Consulting led two major sessions. The first covered e-Memo and Correspondence Management Systems, while the second focused on practical use of e-Leave Management, Shared Files, Helpdesk, and Microsoft Teams.

The training concluded with an engaging Q&A session. Staff were encouraged to apply the new skills to improve service delivery within the Assembly.

The Smart Workplace™ program forms part of the Local Government Service’s broader commitment to building a modern, digital-ready public service across all Metropolitan, Municipal, and District Assemblies (MMDAs).

The District Coordinating Director (DCD) apologized on behalf of all staff for their tardiness, assuring the DCE that it would not recur. The DCE expressed appreciation for the staff’s attendance but voiced his displeasure with the lateness, emphasizing that it would not be tolerated in the future.

The District Development Planning Officer presented the 2025 Annual Action Plan, which sparked questions, clarifications, and discussions. The DCE encouraged staff to be mindful of their responsibilities and to work diligently despite the challenging environment and limited resources.

The District Health Director raised concerns about political interference in staff postings, particularly nurses, which can disrupt the delivery of healthcare services and undermine the professionalism of health workers. He urged the DCE to minimize such interference. The District Coordinating Director (DCD) supported this call, emphasizing the need to reduce political interference in personnel matters.

In his address, the DCE expressed gratitude for the warm reception and emphasized his commitment to serving the people, leaving a lasting impact on the district. He urged staff to maintain a neutral stance, refraining from exhibiting political affiliations in the office and avoiding actions that could hinder the district’s development.

The DCE highlighted key areas of focus, including punctuality, productivity, and diligent work ethic. He encouraged staff to lead by example, ensuring their subordinates emulate their work habits. He also addressed concerns regarding office accommodation and transportation, advising staff not to use transportation problems as an excuse for tardiness.

The DCE announced plans to improve and expand revenue mobilization, including opening a new market at Lingbunga; a community within the district. He emphasized the need for innovative thinking to increase revenue.

Members raised concerns about office equipment, working tools, and the need for improved working environments. The DCE and management acknowledged these challenges and committed to addressing them.

The District Coordinating Director assured the DCE of their dedication to serving without bias, regardless of political affiliations. The DCE thanked staff for their participation and commitment to improving the district’s performance.
